
Weatherization Single Family Home & Mobile Home Repair Program Request for Qualifications HAF26 - ANC01 Closes April 10, 2026 Notice is hereby given that the Rural Alaska Community Action Program, Inc., (RurAL CAP) Weatherization Department, is seeking Interest and Qualifications from qualified, proven, local, general contractors to provide rehabilitation/repair services to single family Mobile/Manufactured homes and weatherization services to qualified Mobile Homes, Single Family Homes, Condos and Multiplexes. The qualifications will also cover a broad range of repairs to Mobile/Manufactured Homes that are owned by qualified low income owners in the Municipality of Anchorage. Those respondents who successfully respond to the Request for Qualifications (RFQ) and meet the qualification criteria will be included in a subsequent Request for Bids ' (RFB) solicitation process. Current qualified contractors need not reapply, but need to \ indicate interest. Priority will be given to contractors whose qualifications cover mobile/manufactured and single-family home repairs. The qualified contractor must demonstrate experience in weatherization measures such as blower door testing, pressure diagnostics, combustion safety diagnostics, air sealing, insulation of basements, walls and attics, door and window replacement, repair or replacement of stairs and porches. Qualified contractors will also have experience in EPDM roofing, insulated skirting, leveling, water heater and furnace replacement, accessibility improvements such as ramps or stairs for mobile homes. Funding for the Single Family & Mobile Home Repair Program is provided by Alaska Housing Finance Corporation (HAF). RFQ's must be in accordance with the specifications and general conditions set forth in the solicitation.
