REQUEST FOR PROPOSALS RRC-CIP Physical Security GAP Assessment Homer Electric Association, Inc. (HEA) is seeking proposals from qualified vendors to provide a physical security GAP assessment of the utility's compliance with the Railbelt Reliability Council Critical Infrastructure Protection (RRC-CIP) requirements. RRC-CIP is the Alaska-specific version of NERC-CIP reliability requirements for the State of Alaska.
