REQUEST FOR PROPOSALS Beluga Lake Cable Upgrade Engineering Services Homer Electric Association, Inc. (HEA) is seeking proposals from qualified Consultants to provide engineering design and other support services for the cable upgrade crossing Beluga Lake on the Hatfield circuits 312 and 412 in Homer, Alaska. An online pre-proposal meeting is scheduled for February 3, 2026 at 2:00PM AKST. HEA is not responsible for any costs incurred by Consultants while developing a proposal. Consultants must submit evidence of qualifications as part of its proposal. Qualifications include, but are not limited to, having a valid license(s) in the State of Alaska to conduct engineering services, prior experience providing similar services, and evidence of adherence to the following minimum insurance coverages: General (Commercial) Liability Insurance - $2,000,000 Business Auto Liability Insurance - $1,000,000 Workers' Compensation with Employer's Liability coverage of not less than $1,000,000 To obtain an RFP package, vendors must register to download the package at HEA's website: https://www.homerelectric.com/bids/.
