REQUEST FOR PROPOSALS (RFP) POWER TRANSFORMER PROCUREMENT The Southeast Alaska Power Agency (SEAPA) is soliciting proposals for the design, construction, testing, commissioning, and delivery of one (1) 115/34.5kV, 3-phase, 20/25 MVA oil-immersed Power Transformer. * Delivery Location: DDP (Delivered Duty Paid, Incoterms® 2020) to SEAPA's Ketchikan Substation site at 6500 North Tongass Highway, Ketchikan, Alaska. Requested delivery by June 2028 or as proposed by the successful supplier. * Federal Funding Disclosure: This project is funded in part by the U.S. Department of Energy (DOE) Grid Resilience Formula Grant program under Section 40101(d) of the Infrastructure Investment and Jobs Act (IIJA), administered by the Alaska Energy Authority (AEA). * Buy America Mandate: This procurement is strictly subject to the Build America, Buy America Act (BABA). All manufactured products permanently incorporated into the project must be produced in the United States and meet the >55% domestic component cost threshold.
