INTRODUCTION The North Slope Borough School District (NSBSD), headquartered in Utqiaġvik, Alaska, serves a geographically remote region that includes multiple village schools across the North Slope. NSBSD employs approximately 550 staff members, consisting of both classified and certificated employees, some of whom are represented under collective bargaining agreements. NSBSD is soliciting proposals from experienced and qualified firms to provide comprehensive compensation and classification consulting services. The objective of this project is to support the District in establishing equitable, competitive, and sustainable compensation practices that promote recruitment and retention, ensure internal equity, and maintain compliance with current labor market standards and regulations. II. SCOPE OF SERVICES The selected firm will work closely with Human Resources and Business Office leadership to provide the following services: 1. Compensation Study 2. Job Evaluations 3. Salary Structure Development 4. Total Rewards Consulting 5. Job Description Review and Revamping 6. Career Ladder Development 7. Pay Equity Analysis III. DELIVERABLES (with Milestones) The selected firm will provide the following deliverables, aligned with key project milestones and check-in points. Proposers must submit a proposed timeline with target completion dates for each milestone. 1. Project Kickoff 2. Job Data Collection & Review 3. Market and Internal Equity Analysis 4. Job Evaluations and Salary Structure Development 5. Job Description Review and Career Ladder Development 6. Final Recommendations & Implementation Tools 7. Optional Post-Implementation Support IV. PROPOSAL REQUIREMENTS Each proposal must include the following: - Cover Letter and Executive Summary - Firm Profile and Relevant Experience - Project Approach and Methodology - Team Qualifications and Resumes of Key Personnel - Sample Deliverables or Case Studies from Similar Engagements - Proposed Timeline with Target Dates for Each Milestone - Cost Proposal (itemized by component and inclusive of all travel) - References (preferably from public K–12 districts or rural Alaskan entities) V. EVALUATION CRITERIA Proposals will be evaluated based on the following: - Relevant experience and demonstrated success with similar projects (25%) - Understanding of NSBSD's context and project goals (20%) - Project methodology and work plan (20%) - Qualifications and experience of project personnel (15%) - Cost and overall value (15%) - References and client satisfaction (5%) VI.
