REQUEST FOR BIDS Kenai Spur Highway Phase II Relocation of HEA Facilities Homer Electric Association, Inc. (HEA) is seeking bids from qualified Contractors to provide all labor, equipment, and certain materials to relocate approximately 2.5 miles of HEA's electric distribution facilities for the Alaska DOT&PF project, CFHWY00253 – Kenai Spur Highway Rehab: Sports Lake Road to Swires Road – Phase II. Work on this project is expected to begin in early spring 2026. HEA is not responsible for any costs incurred by contractors while developing a bid. A Pre-Bid meeting will be held on Friday November 21, 2025 at 10:00am AKST. All bidders must, at a minimum, be licensed in the State of Alaska as a General Contractor, have a current collective bargaining agreement with the International Brotherhood of Electrical Workers, Local Union 1547, and provide proof of insurance as follows: * General (Commercial) Liability Insurance - $2,000,000 * Buisness Auto Liability Insurance - $1,000,000 * Workers' Compensation with Employer's Liability coverage of not less than $1,000,000 To obtain an RFB package, vendors must register to download the package at HEA's website: https://www.homerelectric.com/bids/.
