Public Notice U.S. Fish and Wildlife Service Kenai National Wildlife Refuge The U.S. Fish and Wildlife Service (Service) is preparing a Compatibility Determination (CD) for a proposed Right-of-Way (ROW) transportation or utility systems permit to transport and recycle used oil to the Swanson River Oil and Gas Field until end of field life within the Kenai National Wildlife Refuge (Refuge). The proposed route would occur from the southern Refuge boundary originating on Swanson River Road, terminating at the lease boundaries for the Swanson River Field, north of Sterling, Alaska, covering approximately 13 miles of existing roadway. This proposed action requires no new infrastructure as Swanson River Field contains the appropriate oil processing equipment to recycle oil into the current production streams. The Service is currently evaluating the compatibility of this proposed activity, as required by agency policy (603 FW 2). Regulations applying to CD's within Alaska national wildlife refuges are found in 50 CFR 25.21. The Service invites interested persons to make comments on the Draft CD as it affects their interest in the area and how they believe this use of Refuge lands may affect Refuge purposes. The Draft CD can be found on the Refuge website: https://www.fws.gov/refuge/kenai/library Hard copies are available upon request at the Kenai National Wildlife Refuge Headquarters, 33398 Ski Hill Road, Soldotna, AK 99669. Comments on the Draft CD must be received by April 10, 2026. Comments may be sent electronically to kenai@fws.gov or by mail to: Refuge Manager, Kenai NWR, PO Box 2139, Soldotna, AK 99669. For questions or additional information, contact the Refuge Headquarters at (907)-743-9145 or by email at kenai@fws.gov.
