
PUBLIC NOTICE Notice of Proposed Issuance of an Alaska Pollutant Discharge Elimination System (APDES) Individual Permit to Discharge to Waters of the United States The Alaska Department of Environmental Conservation (DEC) has tentatively determined to reissue a discharge permit for the activity described below. Permit No: AK0043354 – Kuparuk Seawater Treatment Plant Applicant: ConocoPhillips Alaska, Inc. - Kuparuk Seawater Treatment Plant; Simpson Lagoon, Beaufort Sea; P.O. Box 100360; Anchorage, Alaska 99510 Proposed Project and Location: The proposed permit is a reissue covering the discharge for Kuparuk Seawater Treatment Plant into Simpson Lagoon, Beaufort Sea. The facility is located on the mainland shoreline at Olitok Point at the western end of Simpson Lagoon and the eastern side of Harrison Bay in the Beaufort Sea and functions as a treatment and distribution point for waterflood used to maintain formation pressures to allow for enhanced oil recovery. The discharge will be permitted to occur from Outfall 001 – Strainer/Filter Backwash and Outfall 002 – Marine Life Return System. Outfall 001 – The discharge of the discharge of Strainer/Filter Backwash includes the authorization of a chronic mixing zone for change in temperature (ΔT) and total residual chlorine (TRC) and an acute mixing zone for TRC. Outfall 002 – The discharge of the discharge of Marine Life Return System includes the authorization of a chronic mixing zone for TRC. A Fact Sheet, and associated documents are available for review.
