
NOTICE TO BIDDERS NOTICE is hereby given that sealed proposals will be received by: North Slope Borough Department of CIPM Attn: Jennifer O. Gueco, Contract Administrator CIPM Office Location: Downstairs in the Public Works Building 1689 Okpik Street Barrow, AK 99723 The project title/CIP number, your vendor/firm's name, the words "Bid Enclosed", bid date and name of Project Administrator must appear on the outside envelope of all bids. Bidders are responsible for the timely delivery of bids to the person and address listed above. Bids will be received until Thursday, April 16, 2026 at 3:30 p.m., local time for the Village Power Distribution Grid Upgrades – Point Lay as described more completely in the Contract Documents entitled Village Power Distribution Grid Upgrades – Point Lay, CIP No.: 63-258. Bids will be opened and publicly read aloud Thursday, April 16, 2026 at 4:00 p.m. at the upstairs CIPM conference room at 1689 Okpik Street, Barrow, AK. Please be advised that the United States Post Office does not make deliveries to physical addresses. If using USPS, items may be sent to our mailing address: PO Box 1050, Barrow, Alaska 99723, addressed to the North Slope Borough Dept. of CIPM attention to the Contract Administrator, with the sealed bid envelope inside of the mailing envelope. However, you are still responsible for ensuring your bid is timely received at the physical address listed above. Proposals received after the time announced for the bid closing, which will be Thursday, April 16, 2026 at 3:30 p.m. unless otherwise specified, will not be considered. A mandatory pre-bid conference will be held Tuesday, April 7, 2026 at 10:00 a.m. local time at 2525 Blueberry Rd., #201, Anchorage, AK 99503. All potential bidders are required to attend this conference. Bidders may also attend via teleconference. Call-in information will be posted to the North Slope Borough Procurement Website prior to the conference. Following the Pre-Bid Conference, questions are to be emailed to the Project Engineer, Gregory Errico at errico@gci.net and CIP Project Administrator, Brian DellaBona, at brian.dellabona@north-slope.org. Responses to Bidder questions will be addressed by posted addenda. The deadline for questions is Wednesday, April 8 at 3:00 p.m. Questions received after that date and time will receive no response. Each proposal shall be accompanied by a certified or cashier's check payable to the order of the North Slope Borough for a sum not less than five percent (5%) of the amount of the proposal, or accompanied by a bid bond, in an amount not less than five percent (5%) of the amount of the proposal, of a corporate surety licensed to do business in the State of Alaska, conditioned that the bidder will pay the Borough, as liquidated damages, the amount specified in the bond, unless it enters into a contract in accordance with its proposal and furnishes the performance and payment bond with surety satisfactory to the Borough in an amount equal to one hundred percent (100%) of the contract price and insurance certificate within ten (10) days from the date on which it is notified that it is the successful bidder, its check (or bid bond) and the amount thereof shall be forfeited to the Borough. The Borough reserves the right to reject any or all proposals and to waive irregularities or informalities in any of the proposals. Bids may be awarded in accordance with the Borough's preference policy, a copy of which is available upon request.
