NOTICE OF RECEIPT OF AN APPLICATION FOR A CERTIFICATE OF NEED THE DEPARTMENT OF HEALTH The Department of Health (Department) has received an application for a Certificate of Need for the healthcare facility project described below. Project/Activity: Inpatient Behavioral Health Expansion - Adult and Adolescent Acute Care Services Project Applicant: Mat-Su Regional Medical Center Project/Activity Service Area: Matanuska-Susitna Borough Project Description: Mat-Su Regional Medical Center plans to expand its Inpatient Behavioral Health services by constructing a new single-floor, 53,900 square foot freestanding building adjacent to its main campus located in Wasilla, Alaska. The facility will have a total of 45 inpatient beds, comprised of 16 existing beds to be relocated from the third floor of the main hospital, and the construction of 29 new beds. Of the new 45 beds, 18 beds will be dedicated to an adolescent acute behavioral health care unit, and 27 beds to an adult acute behavioral health care unit. Project Estimated Cost: $72,500,000 Project Estimated Completion Date: June 2028 In accordance with 7 AAC 07.042, notice is hereby given that any person planning to submit a Certificate of Need application for a similar activity in the same proposed service area must submit a Letter of Intent to the Department no later than 4:30 PM, Monday, August 4, 2025, so that the Department may prepare to conduct a concurrent review of all applications. The letter of intent must include: A clear, complete, and current description of the proposed activity, including a description of each component of the activity proposed to be undertaken, an estimate of the total cost of the project, and an estimated starting date and completion date for the proposed activity. Submit Letter of Intent to: doh.orr.con@alaska.gov To be reviewed non-concurrently, an application for a Certificate of Need for a similar service must be submitted within 60 days after the initial application for a service is declared complete. As soon as the initial application is declared complete, public notice will be issued and will include information on opportunities for public comment and the location where a copy of each certificate of need application can be reviewed.
