NOTICE OF PROPOSED CHANGES TO TELEMEDICINE BUISNESS REGISTRY PROVISIONS IN THE OCCUPATIONAL LICENSING FUNCTIONS AND UPDATES TO APPLICATION AND REGISTRATION REQUIREMENTS FOR BUSINESS LICENSING IN THE REGULATIONS OF THE DEPARTMENT OF COMMERCE, COMMUNITY, AND ECONOMIC DEVELOPMENT The Department of Commerce, Community, and Economic Development (Department) proposes to adopt regulation changes to the centralized and business licensing regulations in Title 12, Chapters 02 and 12 of the Alaska Administrative Code, to implement the amendments to AS 08.02 as enacted under Chapter 13, SLA 2024 (SB 91), dealing with updates to the telemedicine business registry, application and registration requirements for business licenses, and updates to definitions, including the following: 1. 12 AAC 02.106 and 12 AAC 02.600, are proposed to be repealed, transferring all provisions relating to the telemedicine business registry from centralized professional licensing regulations. These changes will consolidate the information from these sections into new sections of the business licensing regulations. 2. 12 AAC 12.025, 12 AAC 12.035, 12 AAC 12.040, 12 AAC 12.990, are proposed as new sections and updates to existing sections to incorporate the telemedicine business registry provisions currently found under 12 AAC 02.106 and 12 AAC 02.600; to combine the application process, registration requirements, registry maintenance and oversight within the regulations for business licensing; to update wording to simplify and streamline the provisions throughout; and to update the definitions section to include the terms "business name" and "telemedicine services". 3. 12 AAC 12.030, 12 AAC 12.040, and 12 AAC 12.050, are proposed to be changed to update the application, renewal, and change request requirements to clarify that all documents relating to business licenses under these sections must be signed by an authorized person.
