
NOTICE OF PROPOSED CHANGES ON INDEPENDENT POWER PRODUCERS IN THE REGULATIONS OF THE REGULATORY COMMISSION OF ALASKA Summary of proposed changes: The Regulatory Commission of Alaska (RCA) proposes to adopt regulation changes in Title 3 of the Alaska Administrative Code, dealing with independent power producers, including the following: (1) 3 AAC 50.750(b) is proposed to be changed by adding "just" to the criteria applicable to the interconnection, integration, and purchase and sale of electric power between an electric utility and a qualifying facility. (2) 3 AAC 52.470(d) is proposed to be changed to clarify that except for a contract with a qualifying facility, energy sales contracts between an electric utility and a regulated utility or non-regulated vendor require approval. (3) 3 ACC 52.470(e) is proposed to be repealed. (4) 3 AAC 52.470 is proposed to be amended by adding a new subsection that a utility include proof of any applicable tax exemption or government subsidiary provided to the utility or vendor. (5) 3 AAC 52.504(a) is proposed to be amended to add a conforming citation change; (6) 3 AAC 52.506(a) is proposed to be amended to add a conforming citation change.
