
NOTICE OF ADOPTION OF EMERGENCY REGULATION ON EMPLOYMENT SECURITY OF THE DEPARTMENT OF LABOR AND WORKFORCE DEVELOPMENT Brief Description: The Department of Labor and Workforce Development, Division of Employment and Training Services, Unemployment Insurance proposed to make an emergency regulation change to defer the requirements of registration and job search for federal civilian employees filing for unemployment insurance benefits during furlough periods. Summary of changes: On October 31, 2025, the Department of Labor and Workforce Development adopted, as an emergency regulation, changes in 8 AAC 85 of the Alaska Administrative Code dealing with Employment Security including the following: (1) 8 AAC 85 is changed as follows: * 85.351 is amended to add subsection (g) (9) which allows a deferred work registration for furloughed federal employees out of work as a result of a federal government shutdown. The emergency regulation took effect November 6, 2025, and will expire March 5, 2026, unless made permanent. The Department of Labor and Workforce Development does not intend to make the emergency regulation permanent.
