NOTICE OF A COMPLETE APPLICATION FOR A CERTIFICATE OF NEED THE DEPARTMENT OF HEALTH The Department of Health (Department) has received an application for a Certificate of Need (CON) for the health care facility project described below. Project/Activity: Establish Youth Residential Psychiatric Treatment Facility Project Applicant: Providence Health & Services Service Area: Municipality of Anchorage Project Description: Providence Health & Services plans to establish the Providence Youth Behavioral Health Center, a new Residential Psychiatric Treatment Center for youth ages 12–17, that will add 16 beds. Total Estimated Project Cost: $7,500,530 Completion Date: 2nd Quarter 2026 Application Status: The application is complete in accordance with 7 AAC 07.050 and will be posted on the Office of the Lieutenant Governor Online Public Notices website, https://aws.state.ak.us/OnlinePublicNotices/. The CON Program Staff Analysis and Recommendation must be submitted to the Commissioner on or before Monday, May 18, 2026. Note: additional time beyond 60 days—though not to exceed 30 days—may be granted by the Commissioner. A decision by the Commissioner must be made within 45 days of receipt of the Staff Analysis and Recommendation, unless additional time is required for the Commissioner to render a decision. Public Input: Written comments on the proposed project may be submitted via email at: doh.orr.con@alaska.gov, and must be received no later than 30 days after the date of the publication of this notice.
