INVITATION FOR PROPOSALS Tyee Lake Third Turbine Construction Project The Southeast Alaska Power Agency (SEAPA) is soliciting competitive, sealed proposals from qualified prime contractors for construction of the Tyee Lake Third Turbine Project near Wrangell, Alaska. The project consists of installing, integrating, starting up, and commissioning a third hydroelectric generating unit in an existing powerhouse bay. SEAPA will furnish the turbine, generator, transformer, governor, exciter, controls, and other major equipment. The project is supported by an existing detailed 3D design/model, substantially reducing design and constructability risk for the successful contractor. Location: Bradfield Canal, approximately 40 air miles southeast of Wrangell, Alaska. Access is by wheeled charter aircraft, helicopter, or shallow-draft vessel. Proposal Deadline: October 12, 2026, at 4:00 PM AKDT The project is subject to applicable Inflation Reduction Act prevailing wage and apprenticeship requirements.
