INTRODUCTION The North Slope Borough School District (NSBSD) is requesting proposals from qualified firms to provide two (2) two-bedroom housing units at each of three to four (3–4) NSBSD school sites, for a total of six to eight (6–8) units. Units may be delivered as two standalone housing units per site or as one duplex per site. These units will support staff housing needs across multiple North Slope communities. II. PROJECT SUMMARY NSBSD seeks proposals for: * Two (2) two-bedroom housing units per site * For 3–4 sites located within the North Slope Borough * Units may be: - Two separate single-family units per site, or - One duplex containing two two-bedroom units per site Solutions may include existing housing, new construction, design-build, or modular units delivered and placed on-site. Proposers may bid on one, multiple, or all sites. NSBSD reserves the right to award by site or collectively. III. SCOPE & WORK OF TECHNICAL REQUIREMENTS 3.1 Unit Specifications Each unit (whether in a duplex or standalone configuration) must include: * Two (2) bedrooms * One (1) full bathroom, dual sinks. shower/tub combo * Living room * Kitchen (with refrigerator, oven/range, cabinets, and countertop) * Adequate storage * Laundry hookups preferred (or washer/dryer included) * Ventilation and heating systems meeting Arctic climate requirements * Code-compliant electrical and plumbing * Insulation and building envelope appropriate for Arctic communities * Smoke/CO detectors and safety systems required by law * Secondary heat source * Arctic entry with side room storage for standup freezer and additional gear * Lighting throughout the structure to be 4000K LED fixtures 3.2 Site Locations NSBSD anticipates awarding housing projects for 3–4 separate school sites, depending on budget availability and responsiveness of proposals. Potential communities include (examples—can be refined): * Point Hope * Wainwright * Kaktovik * Nuiqsut * Anaktuvuk Pass * Atqasuk * Other NSBSD villages Proposers should identify which sites they are bidding on. 3.3 Site Preparation & Delivery Proposals should address: * Whether units are existing, new construction, or modular * Delivery logistics to rural Arctic locations (barge, air, winter ice road, etc.) * Foundation type and requirements * Necessary utility connections (power, fuel, water/sewer) * Include partially buried insulated arctic waste tank and/or within the residence as a shared tank * Shared zone boiler where there is a multiplex. Dual zone in two bedroom units * Any required permitting * Required site work * All required insulation within all walls for privacy around restrooms and bedrooms * Installation and final occupancy inspection 3.4 Schedule Proposers must provide a site-by-site timeline including: * Design (if applicable) * Fabrication/manufacturing (if modular) * Delivery window(s) * Construction and installation * Final inspection and readiness for occupancy NSBSD prefers final occupancy / Substantial Completion no later than: JULY 13, 2026. IV. PROVIDER QUALIFICATIONS A complete proposal must include: 1. Cover Letter & Company Profile * Company history, Arctic construction experience, primary contact 2. Description of Proposed Units * Detailed narrative * Drawings, sample floor plans, renderings, or photos * Materials, insulation, and energy efficiency data 3. Site-by-Site Proposal * Indicate which of the 3–4 sites you propose to serve and square footage * Whether the solution is modular, new construction, or existing units 4. Cost Proposal * Cost per site (two units or duplex) * Total cost if bidding multiple sites * All-inclusive pricing (materials, labor, delivery, freight, site work, etc.) * Alternatives or options (e.g., upgraded appliances, washer/dryer packages) 5. Project Schedule * Estimated timeline per site 6. Qualifications * Relevant experience * Proof of licensure, insurance, and bonding * Demonstrated success working in remote Arctic locations 7. References * Minimum of three (3) similar housing or remote construction projects V. EVALUATION CRITERIA Criteria Weight Compliance with unit specifications 20% Cost proposal & overall value 25% Demonstrated Arctic construction experience 20% Delivery and installation plan 15% Proposed schedule & ability to meet deadlines 10% Proposal completeness & clarity 10% NSBSD reserves the right to award by site or as a combined contract. VI. ADDITIONAL CONDITIONS * NSBSD may accept or reject any or all proposals * NSBSD may award multiple contracts or a single contract * Proposers are responsible for all costs related to proposal preparation * Award of contract is subject to available funding and School Board approval VIII. CONTRACT AWARD NSBSD intends to award contract(s) to the proposer(s) offering the best overall value, reliability, quality, and ability to meet housing needs across multiple sites. NSBSD may negotiate terms with the selected proposer(s) prior to contract execution. All proposers will be notified of the intent to award and will be given 10 calendar days to protest the award.
