
Notice of Filing with the Federal Energy Regulatory Commission Igiugig Village Council Igiugig Hydrokinetic Project FERC No. 13511 Igiugig Village Council (IVC), as required by the Federal Energy Regulatory Commission (FERC or Commission), hereby gives notice of its intent to seek relicensing of the Igiugig Hydrokinetic Project, FERC No. 13511 (Project). The Project is located on the Kvichak River in Igiugig, Lake and Peninsula Borough, Alaska. The Applicant's address is PO Box 4008, Igiugig, Alaska 99613; phone number is 907-533-3211. On or about October 29, 2025, IVC will file with the FERC its Notice of Intent (NOI) to seek a new license, a Pre-Application Document (PAD), and a request for authorization to use the Traditional Licensing Process (TLP) under Part 4 of the Commissions' regulations for the Project. The NOI provides notice of IVC's intent to file a license application for the Project. The PAD summarizes relevant and available information regarding the Project's description and operation along with discussions of the potential operational effects on environmental and cultural resources. IVC invites resource agencies, Indian tribes, and members of the public likely to be interested in the proceedings to participate in the licensing and to comment on this notice and related matters. The PAD and NOI and associated reference materials are available for inspection and reproduction online at https://elibrary.ferc.gov/eLibrary/search. They are also available for hardcopy inspection during regular business hours at the Igiugig Village Council Office located at 1 N. Airport Way, Igiugig, AK 99613. IVC's request to use the TLP is based upon informal consultation with the Project's resource agency Adaptive Management Team and a thorough review and understanding of the site and surrounding resources. Because the Project has a small physical footprint and IVC is proposing no changes to existing infrastructure or operations, environmental issues associated with relicensing are considered limited. IVC believes that granting the request to use the TLP will not infringe on the ability for agencies or the public to provide comments on the Project, nor on IVC's ability to address such comments. Comments on the request to use the TLP are due to the Commission no later than 30 days following the filing date of this request or not later than November 28, 2025 (or the next business day). All responses must reference the Igiugig FERC project number (FERC No.13511). Comments should address, as appropriate to the circumstances of the request, the a) likelihood of timely license issuance, b) complexity of the resource issues, c) level of anticipated controversy, d) relative costs of the traditional licensing process compared to the integrated licensing process, e) the amount of available information and potential for significant disputes over studies, and f) other factors the commenter believes to be pertinent.
